- analyse the learning need
- profile your learners
- determine learning outcomes
- devise an assessment strategy
- decide the optimal teaching / learning model
- research and evaluate existing learning resources
- plan for all new resources required
- select appropriate learning technologies
- design your evaluation strategies
Only after all these planning tasks have been completed, are you ready to start the development phase. During and after implementation, the program is evaluated and enhancements are planned.
